The budget hemorrhages as the 1k+ IT employees (Premera has appx 3300 full time employees) account for average budget overages equating to >$50M from IT alone. In addition, there is limited trusting these dedicated employees as they bring in consultants and outside resources instead of relying on the 1k+ full time IT employees.
