During the interview Director mentioned that there would not be any layoffs in the team that she manage.

No offense, but you would have to be quite desperate to join the company right now. Obviously, the choice depends on your financial situation, whether you are currently employed, etc.
Layoffs aside, I find it to be a dysfunctional workplace where it's difficult to get things done.
The director herself does not know whether she is already on the chopping block list.

There are re-orgs and restructuring everywhere and so that is not a concern. This would be a step up for me and so that is main appeal
If an employer is unstable like Citi, Citi will Not hesitate to lay you off after 3 months. I've literally seen friends, relatives and co-workers (Svckers) get axed after 3 to 12 months after they were lured away for what seemed like a good opportunity at an unstable company. Unless you're currently unemployed, have demanding or psychotic bosses or co-workers, or have low salary at your current job level, do Not join Citi. Some left JPMC for Citi, others left Wells Fargo (another Sh!t H0le) for Citi, etc. only to get laidoff at Citi. There's something to be said for longer tenure at one employer. Optically, it looks better on the resume. At the same time, if you're in an abusive, toxic or low paying job/company, it's best to get out, like getting Out of Citi !

If the job appeals you, take it. The position was approved despite the hiring freeze so it won’t be axed in the short term (theoretically)
The Director has no idea if there will be layoffs in that team. This decision is made at or above the MD level. Next round of layoffs is the 22nd in Risk.

So you know, apart from a few good SVPs, VP do the majority of the cr@p work. I’d ask why this position is open.
No! Every facaet of Citi is grinding to a halt. It’s a never ending environment of confusion and chaos. Topped off with the most insane and redundant processes known to banking. If you are coming from another firm, don’t even try to speak up on more sane approaches.
As an added bonus, there is also an overwhelming need to overly punish any slight infraction. And speaking of bonuses, historically top performers were downgraded this year to save the firm a few $$.
Depends on which business and department you are joining. Some core businesses and teams are stable.
