What do you mean? It is a statement. And if it is not a statement it is useful. If stuff is not going well and there is no other way to escalate it within upper hierarchy then its a good thing to reach him. We have had a decision making crisis because no one wanted to talk about things we did wrong - people are more open now and this pragmatism helps.
