This time it is an INTL CFO... ex-Oracle managers are now across different TD levels and organisations... Is it because Oracle itself has been successful in adopting a Cloud strategy?

It's desperation time.
They will get anyone with a reputable name in, competent or not as long as they can control, to shore up their credibility to loot a bit longer.
No different than a sport team with bad manager bringing in wash up retreads from another team.
Dig deeper and this new person probably is part of friends and family plan.
Check out engineering, some VPs there tout working for database companies but never touch a line of code or deliver anything in their lives. They're where they are from politics, nepotism, DEI, and brown nosing to the detriment of the product, people, & company.
I could say the same thing about all the PTC folks across the company....

Top in terms of position and senior role. Not top in terms of performance while at Oracle. So they couldn't make it in the Oracle bear pit and had to drop down a few divisions, i.e., TDC. Because no top talent would come anywhere near us right now.
