Is it normal to have employees use their day gossiping inside of working? I’m still fairly new, but I’m witnessing a little passive aggressive vibe.

Normal for this office and not normal with other organizations.
I felt the same way. After staying there one starts normalizing the abnormal and when this happens it’s never good for you or the corporate culture. If you don’t get what I mean, you have normalized these toxic behaviors or haven’t work long enough at this office.

It’s still the same as you left it. Lots of new people and lots of the old people/ aka problem ones.
This is a ridiculous company. I left in 2017 and would like to chime in with a word of advice. My colleagues have mostly left and each one has said more or less the same thing, they don't know why they stayed so long. And the very few who remained say it's more or less of the same mess and constant changes for the worst. Comparisons of High School clickish type with similar maturity levels is often the phrase I hear. For those who would like to leave for a more lucrative and much better work environment, I recommend researching Cheniere Energy, Western Midstream, Crestwood, or ET. The total compensation package is a huge step up. Imagine yourself with a 6 figure job, 15% annual bonus that's been paid-out historically for the last few years, 4-5% raises to keep up with inflation, 9-11% 401k, 10-20% Restricted Stock Units, and a hybrid work schedule. The biggest plus is coming home happy without headaches. I wish I made the change sooner because I'm only a few years away from retirement. It's your life and your destiny, don't waste your time with bad company.
The advice I would provide you is brush up on your interviewing skills and refresh your resume.
What do you expect when the management is not very transparent with its employees. Promotion is given to folks who have no real experience but maybe because if their connections ?
