Got an invitation to a call from an HRC for for some (silly) training... there is even agenda directed to "All", but I'm the only one invited, other than the HRC self... Is this it? Is this THE call? Can anyone confirm?

Managers in engineering are often excluded because their SVP select who to lay off without their input or knowledge. But more likely, the manager is a backstabber and afraid to be in the meeting. In either cases, the SVPs want to assert power, usefulness, and justify the role, salary, bonus, and RSUs, so had to do something they love, giving the employees the shaft.
Usually there are 2 calendar events but you will only see one. Typically it's a 30min "chat" with your manager. Then your manager brings HR onto the call effectively ambushing you. But I have heard lately that HR are so busy attending RIF calls that many are being done just by your manager. The only reason HR are on the call is to ensure all legal statements are ticked off.
And agree with the other poster, the HR people are usually from India and are not very smart. Feel free to ask them a question and watch them stumble and fumble for an answer.
If it's some d-mb Indian HR person the highly possible. Have fun with them are their intellect is very low.
Better not miss the meeting if it's DEI related.
If you miss it, you'll be on the short list for next quarter's layoff instead of the one after.
They do skip level in engineering. The SVPs enjoy laying people off.
No direct mgr (cuz mgr is either oblivious to what's going on, against it, or for it but don't want to look like the bad guy) in meeting. The SVP reads a script to give the axe, despite recently assuring folks they're valued, needed, and safe, weeks if not a few days before.
Mine was me, my manager, and the HR weasel. There was no agenda.
