I believe the FAs are for video services. What Comcast will end up doing is overbuilding for internet, while providing customers their Xumo OTT service/box . Considering it's a joint venture with Charter, don't be socked if Spectrum follows suit.

They are too busy working a scheme and planning the next one to pay attention to trivial minor details such as a Franchise Agreement.
