Our VMware Management says they have no influence who receives a offer or not. All decisions made by BC HR. This does not make sense from a business perspective. I don't believe local Sales or Country Management was not involved.

No input asked and I’m a director. Was very surprised about their selection!
only time management was not consulted was when management was also on the chopping block!

I believe this to be true. Because our VP said that BC has no respect for our leadership. That's why they have terminated so many VPs and Directors as soon as they were able.
On top of this, unless the team is small, directors will not know the individuals or their contributions. The director will work with the immediate manager and rank the members.

Local management at VP level with St director input absolutely happened. My Sr Dir told me that.
