This happened on oct 26th (last thursday). Hock Tan had to fly to DC, so he couldn't attend the VMware's company wide all hands meeting.
Nope. Hock was in an all-day sales review with the sales teams. He was in DC for that, but it wasn't for China. That was also already scheduled, so it wasn't the "unforeseen scheduling conflict" about the all-hands. I was there.

Apparently this was the scheduling conflict due to which the all hands meeting got cancelled at the last moment. There is some truth to this news. But no mention whether Ministry of foreign affairs actually given approval. Also, verbal approval may change any time.
