Since we are waiting for Hock, Hock is waiting for China's approval.
For China, they are busy on preparing for APEC...BC/VMW is the least important thing for them, and they have zero motivation to make decision before US-China negotiation.
So...let us just keep waiting...

Is APEC a trade group?
China's intent is to eventually ki-l the deal.
That's why they waited so long and when the chip restriction executive order came in, they leaked the news to financial times.
Now they can blame it on US-China trade war.
If the China delay is political AND the intent is to eventually approve the deal, it won’t happen until the week of Nov 20th to make everyone sweat out as much as possible.
