"manage to the desired results" is a favorite directive of engineering ELT/VPs/directors.
What this means is do what it takes to get the result that they want to benefit them, not necessarily to the company's benefit, or what's right, moral, or just, or take the input or well being of those affected into account.
So layoffs is just a part of what ELT aspire to do to enrich themselves and save their own *sses and yes, they get graded on it.
