If you received an offer, and let the 3-day deadline pass to decline it/resign in order to take the severance option, is there any chance that 3-day window will be opened back up if the deal is delayed? Asking for a friend…

Why would they allow that??? What changed to make you want to do something so very different?

When you entered into tacit acceptance of their offer, the offer was contingent on the deal closing. You relied on the numerous statements from AVGO management and VMW management (e.g. media quotes, corporate conference calls, internal communications) that the deal could close Oct 30. If it does not close Oct 30, you might contend that their offer is now void. As such, if they want to make a new employment offer and/or severance offer, they are free to do so, but your prior decisions were voided when they failed to close the deal as represented.
Clearly they cannot pay you severance if they don’t close the deal, whether you selected severance or the employment offer.
Not likely. You had x days to decline. Those x days were independent of the close date. Even though most of the rest of your letter (offer, new title, new manager, new rsus) was contigent on the deal closing.
