Only of a couple of teammates got offers but it doesn’t seem like they picked based on performance or time at vmw.

That's not how it works at all. VMWare will cease to exist. As such your employment ends. If Broadcom has decided to hire you, you will get an offer. No one is being "laid off", they're just not being retained.
Layoffs have not happened because it will be BC doing the layoff, not VMware. And that won't happen until the acquisition closes.
The directors and VPs made the decision on who gets an offer. It’s all lies when they say VMware had no control over the offers. I know for a fact that it’s based on management picking their favorites.
no offer already youre gone unless those in the group A offers dont accept...you may be asked for those who turned it down
BC did get recommendations from your group's leadership on who should stay months ago despite what your leadership said at the time. Those lists were then refined for some groups as of just weeks ago. If there was nepotism before in your group, it's moving over to BC now.
To me it seems offers are going out according to new team alignment. If two people on your team got offers for team/function A, based on what I've seen/heard so far, you will likely get an offer for team/function B. Not like I've heard anything specific on this, but that's just my hunch...
Why does anyone think that layoffs have actually happened yet? They haven't. Not a single one.
They certainly aren’t going by skills or performance. Plenty of drones got offers and I know of at least one person I’d consider top-tier who got laid off without a transition offer. I’d agree with an earlier comment: blindfolded darts.
I requested layoff/severance from my manager 2 months ago. He said he put me on a "list," alongside some others who requested the same. Today, one of my co-workers has an offer and I have heard nothing. I haven't asked the status of my other co-workers. I work in R&D.
Anecdotally from my team, the employees that had the most 'recent change' seemed to get offers (eg. a promotion in the last year, recent hire, etc) whereas those without a recent hr change haven't received anything. My very random guess would be that they are working through people 'sorting by updated at' type of thing, but
