I hate it and I want to walk away, but I don't want to quit and miss out on possible severance. Now I spend most of my time praying to be laid off as soon as possible. I have no worries about being able to find a new job relatively fast but I really don't want to leave money behind.

EUC didn't get a severance option. There was no offer to accept or reject.
Severance is a bo--y prize, and frankly it is not guaranteed. Don't stick around for that.
I have the option to stay as well and collect a nice transition bonus, but I’m taking the first good offer. The tech layoffs continue with Spotify and a few others reporting layoffs this month. Severance and transition bonus don’t last very long, unless you have connections that will guarantee you a job or you’re not picky and can accept work in other industries.
But you knew it was coming. We all did. So many people resigned due to it. You lost your window of opportunity, unfortunately.
You should look to leaves asap. By sitting around waiting for severance, you are betting that the economy won't be worse when you are let go. Maybe it will be better, maybe it will be worse; the question is are you willing to risk that it won't be worse? Also, relatively fast is well, relative. There are a ton of people who have been laid off in tech in the last year, so it is much more competitive than you think if you haven't been looking. For every job posted on LinkedIn, there are hundreds of applications within a day or two. Do not make a bad assumption, start looking now.
