23,700 is just barely 10%. People need to keep in mind Spotify is laying off 15%. Why would one think they are any less overstaffed than Citi?

Start to lay off 23700 people in January must be a daunting task - HR, Payroll and Legal are going to be busy.
Of course, if we do not see major cuts across D/MD level, then Jane will have to cut tens of thousands of people across SVP and below to compensate...
