I've got transition offer.

If I don't accept the offer, am I still eligible for BizOps Retention RSU Grant?

The transition offer says "you will be eligible to statutory and contractual entitlements". How to interpret that? Does "contractual entitlement" means BizOps RSU Grant?

Sent a mail to bCom HR email, no response.

If you don't accept the offer it is the same as resigning. Why would you be eligible for a retention RSU grant?
