Seems the employee benefits in Broadcom is quite worse compared to VMware and other US vendors. Should I consider to decline the offer even I receive the offer letter?

If you haven't received an offer, you will most likely be laid off, so don't waste energy to think on this
You mean you don’t want to take a 20% haircut on your OTE, have HT shove a bunch of fake news RSUs over to you to vest quarterly, only to be laid off in a few months resulting in you realizing almost nothing of those RSUs?
