Honestly, a hiring freeze and internal reshuffling are much better than outright layoffs. Unless I misunderstood?

Yeah. In general, if you are a manager of an otherwise productive company having to pick between those choices, mass layoffs is the least attractive option. But what is the extent of this hiring freeze you're talking about? Entire company or just pieces of it?
