It seems like a couple times a year I hear about Qualcomm layoffs. Can this company just restructure and be done with it? Why so many iterations of layoffs over the years?

Qualcomm increased headcount by 50% between 2017 and 2023 from 34,000 to 51,000. Does that answer your question? Of course there is bloat, and it started at least 3 years before COVID, so you can't blame the COVID "easy money" years for it. The last big layoff was in 2015. You can see a dip in headcount in 2016, but then Q went right back to its pattern of exponential growth in hiring. Did the revenue justify this? I'll leave that to you to answer. The thing that is still not clear to me is how much of the bloat was in India. I suspect the vast majority came from India. That helps, but.... enough?
The question is how bloated did Q get over the last 5 years. Did the boat justify change in revenue.
Because friends and family save each other and then company realizes they need more and the process restarts. Again least connected and new are impacted and the process continues
