Because Jacob family left. That's why.
There was a hiring freeze and salary increase freeze to avoid layoffs. (Thanks to PJ QC felt like family). People were moved across divisions. That's not a layoff.
There were layoffs in 2008 and early 2009…. Hiring freeze in place until mid-2009… your memory is a little off
