From pure business point of view, it makes sense to maximize for Impact/salary ratio. Since Q has a lot of sleeping folks with high salaries, makes sense to let them go before new grads. A more optimized way is to let both categories go and hire new folks with better skills and low salary, given the employees market state now. Let's see if Q is still same old same old!

Generally we tried to avoid this (at least when I was making the decisions and not at Qualcomm).
One reason was we wanted to get the new folks at least some experience so they are better able to find something in the market. Many of these grads had no internship or co-op experience and we found that if a few years go by without them being employed in their field, they invariably were never able to get in later.
No, it's unlikely. The cost of hiring and onboarding these new grads is separate from the intended cost savings.

2015 layoffs affected lower titles.
In the last major RIF (2018?), I was told that new hires were mostly immune from layoff. I suspect the same would have been true for new grads. This time, who knows. Good luck.
