Much of the cost can be avoided by just realigning VP and Sr. Dirs in DVC. They are doing the similar job what DVC directors are doing, directors can replace them easily. They seems to be just collecting status rather helping business strategically and promoting employees morales. CIO needs to align projects based on changing Q business and shrinking revenue.
