With all the layoffs pass, present and future, why hasn’t the majority of Human Resources Staffing Dept been laid off? Makes no sense to me.

HR has taken several really big hits during lay offs. Pretty much all departments have felt the pinch, some more than others.
HR let go of a bunch of the recruiters a few months ago and also asked for volunteers to leave across the wider HR org. There are not enough jobs at QCOM to fill to warrant keeping so many on staff, so that is a team that will be impacted with layoffs. It’s inevitable.
HR is needed to layoff employees ... then, they will not be able to justify their numbers.
If they were laid off, who would be around to lay you off?
