Give some time and you will see. It is a well known recipe, culture of faking KPIs, lost of knowledge, promotion of unexperience people, lack of real investment, toxic workplace, toxic environment and outdated process for a mature fields in their top limits.
Every time a see a patent submitted from a local and even some expats that follow the circus I remember the tale of the emperors new clothes.

Consultant is GC16 while specialist is GC15. The only way this happens is if you are laid off and another BL is willing to pick you up at a lower GC. This has been going on for over 30 years, but it was called surplused back then.
Quite normal for expats work to be done and credited for Saudi Employees and help them gain promotion over you. That's what you've been paid for.

Do notice which Saudi gets the promotion. It’s not the hardest worker. It’s typically the slimiest one with no scruples who manages to get their name attached to everything without doing any of the work.

Unless you lost a GC (which you didn't), you lost absolutely nothing that impacts your ability to earn money. Sorry you're hurt having your job title aligned with your GC. Just put whatever you'd like on LinkedIn (Grand Poobah of Drilling) and keep on truckin'. Save your complaints for the things that matter.

Usually lots of good info on here, but this post makes absolutely no sense unless the OP wants to provide specific examples. Titles changed from old to new based on GC. Would love to actually understand what OP is trying to convey.
No expat should expect job title changes to be of any benefit to them. It’s a BS game designed to signal conformity to the external market and provides (probably was designed to) an opportunity to allow locals to gain.
Saw that in 2005. Three expats demoted out of TL positions and locals elevated. Face it, it is their 'ball game'. It will never be a level playing field again. If you can make your peace with it, you might bank some coin...not sure though, sounds as if the benefits and cash are drying up also.
