Am I hearing correctly that layoffs are coming to cementing?

Odessa losses rigs and we are still half a day late with pump trucks.
Cementing in Odessa stays 10-12 hours late to location. Rarely is cement loaded when pumps are called.
Typical management. They always say “that’s the extent of it”
Not sure about cementing. But i know there was a RIF in hds. And structing changed alittle bit. Was told that was the extent of it.
