If RTO is being used to get rid of people, does that mean the rest of us are safe from layoffs?

I assume if not enough people leave they will lay people off to lower headcount since the only reason they are telling people to come in is for voluntary separation.
Think about it, it makes sense. Zoom a Video conferencing company is telling their own workers to come in? That does not make sense unless trying to get people to leave
