OP is right. Cliques of folks in higher titles usually justify (a) their own irreplaceability, and, (b) the dispensability of lower titles by using the following "logic":
"...well, turnaround is just around the corner...just a few quarters....then with upcoming tech and new demand, we need senior leadership is necessary to continue the "Qualcomm Culture"...the junior titles are either replaceable with fresh engineers or ship the job profile to low cost regions..."

R&and happens in the US.
Fire Sr Dir and VPs. They are status collectors. They just do one weekly meeting with their reportee and that's all. Make Dir reports to SVP and there won't be any layoffs needed.
Just compare the number vps,directors etc with other companies ……Qualcomm has a lot more of them doing very little
