There are reports that Huawei is building a $30B state sponsored network of shadow manufacturing facilities to skirt the US ban.
They are reviving Hisilicon. They actually already had competitive 3G/4G/5G modems in the past. The main challenge is access to state of the art fabs especially with the US ban on semiconductor manufacturing equipment. I would think that it's just a matter of time before China develops its own domestic manufacturing capabilities. Once that happens, Qualcomm will lose one of its largest markets.
