It is all about money. They either send your job offshore, or make cuts to the point where you're doing the job of 3 or 4 people. So many things are falling through the cracks because there is no staff to do it, but yet we continue to cut while we focus on profits, stock and big bonuses for Executives.

Anyone rated a 2 which was forced by leadership at 5% will be RIFed. No exceptions
So anyone rated a 2 is outright fired? If included in layoff, then there's still severance, so not understanding this post about avoiding severance?
What is the group of 2s?
Purge of the 2's is subjective - its a political move to avoid severance pay out. Many dead beats remained. Many with long tenure and high salary/grade.
Many managers were instructed to do "forced ranking" before cherry picking the group of 2's. Many went from 4+ rating to 2 over night with no explanation.
