My Manager has joined from Company X and has most of his reportees with previous company as X. He also has Consultants/Vendors from X.
Now he is more favorite towards these people and is more biased.
How can I report this to HR ? Does it works ?
I also fear that in event of layoffs he favor his people than me or other non-company X.
In case of any layoff do I hold any opportunity to sue this guy ?

Citi is the last stop on the bus. Everyone who leaves does better.
Only way to prune the tree is to eliminate/shuffle all positions who hold same job history as his/her manager. Don’t allow promotions / scrutiny the process more if the manager is from same location, company as the employee or vendor/consultant.
True! Just three new hire joined from their boss’s ex company (compliance). One promoted from boss’s friendship. Where ‘s the reorg? No basic skills from any of these. Is this a reorg to get rid of knowledge? Was told clearly that manager do not care about skills.
Seen this all my career. Financial company A goes belly up so all employees move to company B. Then company B goes belly up so they all move to company C. Although you would think company C would have a clue.
Don't know about the legality though. Seen it happen so often and run into the same people that if there are laws, they aren't being inforced.
Also, remember, HR is not your friend they work for citi and not the employees there sole purpose is to keep Citi from being sued. I wouldn’t tell them
what your manager is doing is illegal but be careful. Citi does not like people reporting issues. Once you report issue to Citi, you are considered a liability, as a result, you will be harassed and retaliated!
Reporting it will do nothing. HR ignores all issues that I've ever seen reported.
You can report it to the Ethics office or HR.

First of all what your "Manager" is doing is illegal And a conflict of interest. You must contact and inform Compliance, the Ethics Hotline, HR and ICRM immediately about what your "Manager" is doing. Secondly, Your HR Business Partner's name and other relevant info are at the bottom of your name in the Global Directory.
That's how business works, there are hundreds of thousands spent on contracts from private vendors who are the employee's brother-in-law or friend/family.
