Any layoffs today? 10/5?

Today was supposed to be a big day in the Provider space... (weymouth's org) But I heard very little, so maybe delayed a bit?
Haven't heard of any yet, but something is up. Managers received an email from the "Chief People Officer" that effective immediately all open positions must be filled by internal employees. It can only be opened to external candidates if all internal candidates are exhausted with the exception of a couple roles. To me this hints at big layoffs and needing to find people new roles. I see they also pushed back the Employee Survey to next week. Maybe coincidence, but are there people they don't want to take the survey this week?
