With the frequency of people missing very common and well communicated deadlines I anticipate many people missing the two day deadline and accidentally resigning.

Well, this is a standard procedure in many other companies.
I applied to HPE once, passed the interviews, and got an offer. Its validity was 24 hours. No negotiations, no discussions - nothing. Take it as it is or leave it.

I Have been told that offer will be time bound, we will get access to ‘a portal’ to accept and you have 2 business days. If you don’t accept it will be viewed as you resigning.
I am in EU, so this is not allowed under employment laws. They would have to make us redundant if we don’t accept the new conditions and pay severance. BUT, 2nd hand experience with other US companies in M&A here says they will still try, and it will be down to the employee to take them to a tribunal to get compensation.

We can just take it and if we get an offer elsewhere that’s better we can then we quit. Employment is at will.

This really isn't that uncommon. A large tech company I worked for a few years back was similarly acquired and we had two business days to accept or decline the offer from the new company. We were told on a Monday that the offer documents were being sent out via e-mail on the following Friday morning for those receiving a permanent or a transitional offer. Managers held a same day mandatory call or meeting with all direct reports after confirmation from HR that all offers went out. At least for US employees, there were no negotiations being entertained on any of the terms - it was a take it or leave it offer with an expiration date two business days from the date the offers were sent (we got them on a Friday morning, offers expired at 11:59 PM the following Tuesday). If you didn't respond, the language in the letter indicated that it would be considered that you declined the offer. Just my experience - I imagine this may go very similarly.

I'm not sure what planet you're living on, but out here, in the real world, there are such things as employment laws and in some developed countries, laws protecting employees.
