Mixed information on severance in sales, some say base, others OTE, any ideas?

As much as I’d enjoy it being OTE, the latest ERISA Involuntary Separation policy (Dec 2020) says severance is on base salary. There’s a pdf on source and linked in slack. I’ll happily read anything official that states OTE.
US policy clearly states OTE. Not sure about other countries.
Isn't it based on the past 12 months (including commissions)?
It’s clearly stipulated in the AMER policy that has been repeatedly shared - it’s OTE.

Been riffed by VMware before, it was OTE at that time.
Read the policy. It is OTE for sales.
I heard/thought it was base salary...
