Yup, pretty much standard operating procedure at Boeing. Its a predictable business model. Over-promise, under-deliver. Over-charge and settle only when you get caught. For pennies on the dollar compared to the windfall in profits realized. Its been going on for decades within the broken DOD Acquisition System and will continue because we never hold any of them truly accountable.
