You need to realize that the problem is on your level, not at the bottom of the pyramide. You need to shape up on all levels above the manager (including the manager) and become more efficient and there should be more drive. I am not sure if we can do that as our mgmt and exec pool of resources is an average one (at best) and for a significant turnaround you'd need a strong team (which we do not have)...
So, wake up and start cutting where you need to cut and think twice about laying off individual contributors as there is nobody left to do the work.
