Morale is low and workload is getting higher as if they want to do a lot prior to the layoff. Just tell us so we can throw the towel or pick it up and continue.

Don't worry about low morale. Clearly, the C Suite isn't.
A meeting yesterday where a VP was proposing an internal project that is unfeasible from design to development (much less unnecessary), even without a reduction in staff. Unbelievable. Had to cut my mic in case I laughed or cursed at him.
Just take LoA saying you are stressed. Apparently lists are almost ready.
Having impacted by restructuring plans at my previous workplace, I would take this scenario over the absolute shock of hearing the news and taken off the network immediately.
This gives us enough time to prepare for the worst. Stay positive. Layoffs are not the end of the world. Good luck
