Hire people who have knowledge about the subject matter . Apple isn’t a closed company that has engineers who joined in 1980s and they are the same folks trying to reinvent the wheel. There is no single company in todays world that cannot do something that already exists. It’s only about investing and acquiring resources. If you get 20 billion to invest u can bring up a modem in two years from scratch by hiring people from Qualcomm or Mediathek or the many many small startups who even more smarter
Qualcomm Modem also has stolen IP. They are very good at hiding.

Well, you cannot just say, "Even Mediatek can make a modem, but Apple cannot". There is a vast amount of institutional subject matter expertise that goes into power optimizations, DSP, RF and so on. Apple will eventually get it done, but they do need to make a few mistakes. Apple's strategy is that if the internal solution does not meet, say, Qualcomm or Mediatek performance they will not use it. To speed up the cycle, they need to experiment with their internal solution in Africa or such, make mistakes and fix them. They want to practice and learn everything about Tour de France on a spin cycle and enter TDF directly. That is what is prolonging their solution. Remember that Qualcomm has had multiple fiasco's related to heating or RF spurs - that is what has made them resilient and the management have taken steps to address them.
For those who think (or say) that Mediatek failed, please read Mike Thelander's Signals Research Group report. Mediatek has caught up with Qualcomm on FR2 as well.
If mediatek could make a good modem, it further shows how cr-ppy fruit modem engineers are. Apple may make one eventually. But given infinite time, you don't need good engineers to come up with an acceptable product.
MediaTek and Hauwei .... That is stolen IP.
Only and only Q has the smart brain engineers to design a modem. All others failed and will fail. Nobody else has modem. Samsung failed. Huawei failed. Mediatek failed. Only Q succeed. #DrinkTheCoolaid

Engineers working at apple modem team are great engineers. It would be unfair to call them Q-rejects.
But the modem team is terrible.
So Q can afford to slow down development to save cost.
Maybe that was Tim Cook's grand plan. Keep a small bunch of Q-rejects to create a modem in infinite time and use that as leverage to negotiate lower price with Q.

Companies have tried to complete with Qualcomm on the modem front for the last 25 years by setting up shop in SD. ALL of them have failed to date.
Apple's only chance is to buy Qualcomm or they will be in an infinite loop of producing a working modem next year using Q-rejects.
