I suggest you start looking for another job. If you get any offers, then go to the layoff page for that company and read the post history. If there aren't that many posts, then perhaps the job will be stable, and if you see lots of posting, then they are probably also going through a layoff. Try to delay the offer as long as you can. This will give you enough time to find out if Qualcomm will lay you off.
