It all is supposed to happen in one day, actually in a few hours in the morning. But there are always people on vacation or leave, who are notified at a later time.

Laying off by lottery makes sense because most Indians were also hired by lottery, not by talent or ability. Or maybe based on who their uncle is.
I think lottery tickets should be issued and get some of the lottery ping-pong ball machines and make it a sporting event.
