IT recruitment industry is on its ar-e, loads of agencies harvesting CV's, lots of talent acquisition teams harvesting CV's - the real jobs are discussed outside of process when the market is fragile.

Don't panic, work your network and let your contacts know you're looking - be vocal and open to discussions and something will find you,.

Paypal and many many others. Try other industries too. There’s more robust hiring in Healthcare and Finance field

Cisco has a WARN notice with 350 layoffs. So not Cisco.

That's a great reason to look for a job there. Layoff the parts of the company that don't make money. Hire for the parts that do. You come in after the fact to a needed team and the job is safe for a long time.
