Basically CYA. Fy24 starts oct 1, they need to show they followed the process for fy23 for everyone irrespective of their layoff status.

Because you might be laid off, but not the other ten in your team. The company has to continue it's process. It can't stop just because you will be laid off. What about the other 10 who will be continuing their job?

Like many other pointless unproductive activity.
Don't expect that efficiency is part of calculation. The fact that company hasn't been working efficiently since March (or earlier) due to layoffs, uncertainty and rumors is "only" lost on top management.
How has the daily # of work-related emails dropped in the past 6-7 monhs?

Plain and simple OP. With third party feedback in hand for their directs, managers can assess whether low performers should be considered to be placed on list if not already. Very sneaky way to get on short list.
