With Apple signing a 3 year contract, there may be less layoffs now.

Why resign with no package?

Resign = performer
Layoff = underperformer
By quitting, qcom wouldn't have to pay everyone their severance or unemployment... they would love that. The fact that you even suggested this makes me think you deserve to get laid off, because it's mo--nic.
