engineers with no work

still there are engineers with not much work, moving under different teams but remote and little work.
dont know what the management wants?

Problem with strategy and org design to know what roles are needed, how many and ensuring a solid selection process. Also a problem because managers don’t know their talent or what they do to properly manage performance.

My experience with Engineers at CVS is that most were incompetent and those that weren't were a holes. Obviously, if they were top tier, they would be at FB, Amazon or even UHG. Hiring based on fake resumes is never a good thing...
