Typically individuals because there are usually re-orgs and shifts right before the notices are given in an attempt to cross train prior to letting people go. When they paid people to stay and train replacements it didn’t go well.
It depends. If a project or team is not aligned with the company trajectory or is costing more than it should for the current projections, it will be up for discussion, and possibly cancelled altogether. The company needs to align it's spending to its performance. That said, even teams that won't be eliminated will likely see a hit. Each team has budgetary numbers they need to meet. The leads will do everything they can to minimize the impact where possible, but but it is entirely up to the budget. This is just business and every business/organization is the same in this regard.
