I got an offer recently and Q will layoff lots of guys, shall I leave?

Question of what your new opportunity is? If you are jumping from one sinking ship to another than wait for severance. It is hard to time severance payouts, if the new position is of genuine interest, then prioritize it even if you forgo severance. In the end you want to find a long-term opportunity you feel comfortable with. Not worth it to hang around a toxic environment like Qualcomm just to get severance.

Negotiate your starting date to be after the layoff. Get the best of your situation. I was class of 2018 layoff. I got offer for new job in the end of april but told my new employer that i wanted to take personal time off between job which i actually did not do. It was just excuse since they asked me to start before the layoff date and i was not sure if was in the list or not. Worked out really well. I was laid off, got the package, and started the new job the week after that
If Qualcomm's management think that way, it's a disaster! This will push strong employees to jump ship(easy to get offers in other tech companies), leaving the company full of su-kers and PowerPoint users, leading to a certain death of Q.
That is why Qualcomm announces layoffs months in advance, they hope people get scared and leave so that way they don't need to pay for a severance package. That is how they play this game.
Run while you’re in a stronger position, unless your package is six figures.
I would negotiate to join after Q layoff announcement. If you get laid off you leave with a package, otherwise you just leave.
You will help the org by leaving. Do it.
