CMS "stuff" started in February.
Yes, RIFs started way before the CMS issue. I was let go in April (Assoc Dir, 18 yrs tenure, consistent MAP 4) along with approx 500 others (& from what I’ve heard since, this was the first planned Optum large RIF cycle) The every-other -Thursday layoff cycle continued after that.
Yes, CMS made changes, yet stock is UP. Layoffs started well before the CMS stuff.
While you're not wrong about the off-shoring, that is not new. The neutral headcount plan was before the CMS ruling to drastically reduce Medicare Advantage payments (finalized in March and currently in effect). That is 99% of why he layoffs are happening. It's a major financial blow to the majority of the revenue. Neutral headcount is gone, expect more downsizing.
This article is a perfect example of what happens when your only source of intel is social media. The real story is not just the layoffs, but the workforce shift to offshore. That's right, Optum is staying workforce neutral this year, NOT downsizing. Instead they are firing USA citizens and shifting jobs offshore. Senior leadership advised us early this year that the goal was to stay headcount neutral. Off course they did not share that they were also firing Americans and bringing in offshore workers via accenture, whitpro etc
