In my department RFIC top leader is Indn so definitely those people r safe. Similarly our only left VP is Chin** so he will protect his ethnicity people rest of us r very high risk. Same way it happens in promotions.
Definitely race/ethnicity based when it comes to Indns. HR lets them get away with it, only called out if mgr is a True American.

I’d say four rules
1 - last in first out does definitely happen, but not main approach since it’s more about $$ than number of people and new grads are less expensive
2 - project based. If your project is canceled, they will typically lay those folks off
3 - senior employees who cost a lot. Remember, is about money
4 - low performers
