I just read San Diego-based Qualcomm forecast fourth-quarter sales below market expectations on Wednesday and said it would likely cut jobs as consumer spending on smartphones remained stubbornly weak amid slowing global economic growth.

When asked regarding opex and if they have achieved employee reduction they desired at 5% the reply was they will continue to reduce until 2024 and maybe add more employees in AI. He cunningly declined to give a percentage.

In the earnings call, they did say that they will undertake cost cutting measures. You need to read between the lines when these people talk in a official capacity
