Just lay off the status collectors and email forwarders.
I work with many of these people witj engineering titles who brings absolutely no value for qualcomm.

From what I hear, the focus will be on non-hiring and cutting unnecessary groups / projects. For people who can be reassigned, that will happen. Post review process, 1s and 2s will start being shaved in November and December. Once some % of engineers is cut, the number of administrators, HR, marketing, etc. can be cut: i.e., for every 10 engineers released, you can also cut 1-2 HR + marketing + PM + legal. So, for every engineer talent cut, they have a 0.5 - 0.75 multiplier in HC reduction. Also, equipment, space, etc. Similarly, if you cut 10 engineers, you can cut principals, followed by directors. So, cutting one project with 10-15 engineers can easily result in saving 25-30 low-level engineers worth of $$. Given that 10-20% of engineers will be labeled as 1-2 in review, one can easily see how they could release 20+% of staff through cuts or buyouts.

Everyone knows lay offs coming, but know knows when. Most likely end of August to first week of September. Anywhere between 12-15% globally.
