I heard from a lot of people that they would gladly volunteer for severance if only the company would offer that option. Perhaps there are even more of them than ever before?
I wonder what would have happened if the company had indeed offered that option.

Reductions and downsizings aren't typically open like that to volunteers. Sometimes there will be an "early retirement" incentive but these are rare and not open to everyone. With a downsizing the leadership has to determine what number of headcount is needed to accomplish forecasted work that is being altered, changed or reduced by something. In this case the administration/CMS's changes to the ICD10 MA reimbursement codes which will cause a large reduction in revenue...less revenue means a reduction in G&A expenses of which paying people is the largest expense. So if you won't have as much work or revenue a RIF is guaranteed, so here we are. Each role, job/team is ranked according to legally-approved criteria and a cut-lin is put in...those above the line are not impacted and those below are impacted. This is the standard way these are done in every industry. It stinks if you are impacted and the perception is that everyone is out to get you and it is unfair.
Optum leadership reminds me of a clown car. Sad.
I can tell you that senior leaders or human capital must not care about the surveys. Unfortunately when specific leaders are called out by first and last name nothing is done. If Optum leaders would read the survey responses they would see where their biggest problems are...it's spelled out perfectly for them.
They have done that in the past and got 3x as many as they had thought/budgeted for. Don't think they paid much attention to surveys to know how unhappy people were..
